One might hope that the climate crisis, the pandemic and domestic economic problems might give a country's rulers plenty to do other than invading neighbours, or acting as though they are about to.

Or come to that, closing down space for civil society actors & violating civil rights. The threatened closure of Memorial, if it happens, would be of huge significance, turning the clock back to Soviet times & symbolizing the authorities' failure to recognise basic civil rights.
